plus the Territory Check Bot's availability checks.

Cut-quality guardrails
—Contiguity — the territory is one connected piece.
—No enclave — the cut doesn't strand a surrounded pocket nobody can buy.
—Remainder sellable — every leftover piece can still reach 200k.
Availability OK · Sell ✓
—State registration gate — same DO-NOT-SELL list the bot enforces.
—Taken-territory check — taken list + real 25-mi Haversine, same source as the bot.

Explore mode: read-only recreation of the vendor's OKC sample (population agrees with
PopStats within ~4%). Switch to Cut a territory to build a territory interactively with live guardrails and
availability checks.
Cut mode: guardrails reproduce the vendor's implicit craft
rules (validated: all three real OKC territories pass; a donut cut that strands a pocket fails the enclave check; a
two-piece selection fails contiguity). Availability reuses the Territory Check Bot's model — state-registration
gate + taken-list with the real 25-mi Haversine the bot uses, on ZIP centroids from Zippopotam.us (the bot's
primary geocoder). ZCTA≠USPS-ZIP reconciliation remains an open decision (ADR-0003).
